European Institute for Technologies, Education and Digitalisation

The European Institute for Technologies, Education and Digitalisation (EITED) was founded on August 2, 2019, in Bulgaria. EITED’s Objectives are:

  • Encourage and promote the implementation and dissemination of modern educational programs and projects in accordance with the best practices, standards and technologies.

  • Encourage and promote the active participation of groups and communities in activities related to the modernization of education.

  •  Organize and promote initiatives in the field of innovations in education, technologies and digitalisation in the domain of Industry, Business and the Public Sector.

  •  Design and conduct training and do scientific research and innovation activity.

  •  Support the creation of active and transparent partnerships and networks of organizations working in the fields of technologies, education and digitization.

  •   Initiate, develop and participate in activities and projects towards creating, transforming, data mining and sharing knowledge.

  •   Participate and encourage the involvement of civil society in the creation of innovations and interdisciplinary projects related to technologies, education, digitalisation, science, culture, art and sports.

 

EITED organize the National conference “SMART STEM education and innovations”. In 2021, the participants were more than 30, and the authors were nearly 50. The reports and presentations from the conference in 2022 were more than 50. The conference proceeding 2021 volume was 244 pages, and the 2022 volume was 379 pages. These volumes included research papers and presentations by speakers, teachers, and participants from educational organizations, as well as student STEAM works and STEM poems. During SMART STEM 2023, more than 250 participants joined the event onsite and online. The conference keynote speakers came from the USA, India, Norway, the Netherlands, Australia, and Germany. EITED is a Publisher, since 2019, of the STEM scientific journal "STEM Education, Innovations and Knowledge" ISSN 2815-2883. The journal is the first scientific periodical in the field of STEM in Bulgaria. Up till now, 17 issues have been published including 1057 pages, 194 authors, and 141 scientific, scientific, and practical publications. We, EITED, plan to work on novelty STEM projects in the EU to foster STEM advancement at each educational level. We plan to collaborate in networking events focused on STEM knowledge sharing, knowledge building, and project demonstrations among schools and universities. One of our priority areas is STEM School museum development and digital performance, as well as STEMS, where S stands for Sport, due to the fact that sports impact academic advancements.

 

For the last several years, Bulgaria has had an enormous advancement in STEM. There is a high potential for STEM practices in Bulgaria based on the intensive development during the last years of IT academies, robotics clubs, and open spaces for collaboration. Moreover, the growing number of events focused on STEM skills development is adding value to the positive trends. These events are hackathons, codethons, technology contests, and others, that stimulate on the one hand generation of new “fresh” ideas and on the other hand boost collaboration among the STEM community. The National STEM contest in High Schools, named “Who is SUPER STEM in your school?”, was held for the first time in 2017, and in 2022 the contest gathered more than 1300 participants – teachers, students, and parents. The Ministry of Education Youth and Science (MEYS) has many activities, stimulating STEM development in Bulgaria. For example, during the 2023/2024 school year, the high school students in professional classes are expected to be 39,319, and those in profiled classes – 25,664. A total of 1,477 STEM classes are planned for the academic year 2023/2024. Of these, 953 will be professional, and 524 will be profiled. There are many STEM trainings organized for teachers, that are certified by MEYS. The National STEM Center at the Ministry of Education and Science is a major provider of professional development for teachers in the fields of science, technology, engineering, and mathematics. The center coordinates supports, and consults the construction and development of a STEM environment in every Bulgarian school, creating a model for learning, qualification, and working with research methods and tools. The activities of the Center aim to bring Bulgarian education into the international rankings for education and achievements in STEM and to give all young people the opportunity for motivation and career development in the field.

 

 

Building a School STEM Environment (STEM programme of the government of Bulgaria)

Short summary: 

The national program 'Building a School STEM Environment' is a large-scale STEM programme of the government of Bulgaria. Its primary focus is to create new school 'centers' - an integrated set of specially created and equipped learning spaces with a focus on the study and application of competencies in the field of natural sciences and mathematics in state and municipal schools in the country. The centres will support a range of education innovations, including new teaching methods, teaching environments and educational content.

Description and objectives: 

The national program 'Building a School STEM Environment' aims to create new school centers - an integrated set of specially created and equipped learning spaces with a focus on the study and application of competencies in the field of natural sciences and mathematics in state and municipal schools in the country. Each school center will include the following elements:

 

  • physical environment (improvement of the interior architecture and furnishing of existing spaces)
  • technology (equipment)
  • learning content,
  • teaching methods
  • management of the educational process.

 

The main objective of the programme is to create an integrated learning environment for a new generation in Bulgarian schools, which will encourage and support educational innovations in teaching and learning in the field of STEM, creativity and research. The investments will support the introduction of new teaching methods, raising the qualification of pedagogical specialists and creating new educational content in the direction of integrating the subject areas of STEM. The Program is in line with Bulgaria's Digital transformation Policy and National Science Strategy 2017-2030.

 

To achieve this, the programme is aimed at schools with (already) innovative practices and those with the potential to develop innovations in science, digital technology, engineering thinking and mathematics (STEM). The national program will create "models" in some Bulgarian schools for successfully investing in a comprehensive idea, including learning environment, technology, management, integrated content, qualifications and teaching methods. The 'Education of Bulgarians Abroad and School Network'-directorate is responsible for the implementation of the programmme.

Impact: 

Тhe program includes two main activities:

 

  • Activity I: LARGE PROJECTS (up to BGN 300,000) for the students above 300
  • Activity II: SMALL PROJECTS (up to BGN 50,000) for the students below 300

 

Тhe first activity envisages the projects to be complete, unified centers with a specific focus (such as: Center for Young Researchers; Center for Technologies in Creative Industries; Center for Digital Learning Creators; Center for Science, Research and Innovation) which include several classrooms, as well as the adjacent common spaces. The total value of the project can include a combination of construction and repair activities for the transformation of existing spaces, furniture, equipment, teacher training, creation of integrated learning content and more.

 

The second activity includes projects that will transform and equip smaller physical spaces - one or two classrooms or corners in an existing space. Although smaller in terms of funding, these projects have the same objectives as the larger ones: creating conditions for the development of skills related to creativity in digital technologies; experimental work; developing engineering thinking and problem solving skills; work on projects and assignments with practical orientation in science and technology.

 

The total value of the project can include a combination of construction and repair activities, furniture, equipment, teacher training and more in the following type projects: Corners type "workshops"; Research laboratories; Classroom for creative digital creators.

Reach: 

The program is implemented on the territory of the Republic of Bulgaria and covers all state and municipal schools. To measure its reach, the programme utilises the following implementation indicators in the first phase of the project:

 

  • Number of completed large projects (up to BGN 300,000) - up to 50 schools
  • Number of completed small projects (up to BGN 50,000) - up to 100 schools

 

For its final result, the program aims to create innovative training centers with focus on STEM, which include key changes (from the existing situation) in the following areas:

 

  • educational environment
  • educational content
  • teaching methods
  • organization and management of school processes

 

Objectives / indicators specifically related to STEM goals include:

 

  • increasing the motivation of students to study science and mathematics;
  • creating opportunities for project-based training, integrative knowledge, training on scientific topics and changing educational paradigms;
  • increasing the engagement, skills and achievements of students (digital literacy; digital arts and creativity; skills related to the requirements of the industry; skills to solve real problems of life and business; mathematical thinking; skills to create technological solutions; work in team, critical thinking, etc.);
  • encouraging students to create and improve technological solutions in the field of mechanics, programming and artificial intelligence;
  • skills development for the creation of new technologies and automation;
  • increasing the number of students interested in university specialties and jobs in the technology industries;
  • contribute to the growth of technology industries and their share of GDP.
Budget and funding model: 

The necessary funds for the implementation of national education development programs for 2020 are provided from the budget of the Ministry of Education and Science and from the central budget. The total STEM program budget is 20 000 000 BGN (10 225 838 Euro), which covers 150 projects in total funding (selected by competition).

The Bulgarian education system has been traditionally supportive of STEM, providing students with numerous opportunities to broaden their experience in the STEM fields outside the curriculum. Currently several non-government and academic organisations are responsible for the bulk of the STE(A)M initiatives in Bulgaria and most of them work closely with policymakers, trying to ensure the sustainability of their initiatives, some of which have been standing for decades and have turned into an institution of their own.

 

The longest standing form of extracurricular STEM activities have been the various olympiads – mathematics, informatics, information technologies, physics, chemistry, astronomy, mathematical linguistics etc. Bulgaria has been a founding member of most of the international olympiads in these fields and last year founded EJOI (European Junior Olympiad in Informatics). Bulgaria is also one of the few countries, where students receive direct support and mentorship from active researchers. Every olympiad has three rounds- school, district and national, with the more popular fields, such as mathematics and informatics also having additional national competitions. Schools are encouraged to provide extracurricular courses, preparing the students for the olympiads through various funding programmes such as the Operative programme “Science and Education for Smart Growth”.

 

High school research is another well-established traditional STEM activity, due to the tradition of research organizations in mentorship and access to resources to talented high school students. The High School Students Institute of Mathematics and Informatics has been functioning since 2000, initially modelling its structure and activities after the US Center for Excellence in Education and then – gradually expanding and diversifying its methods. Currently it organizes two annual high school conferences, an interview-based grant initiative supporting high achieving students to participate in international research programs, and an international summer school, which gathered 45 students from ten countries in 2017. The summer school is three week long and each participant is provided with a personal mentor and research topic in the field of mathematics, computer science, ICT or astronomy.

 

The Bulgarian Ministry of Education and Science's current priorities include:

  • Involvement of the three interests’ parties in STEM skills intensification – kids/students, parents, school/education authorities.
  • Funding for STEM education innovations and interdisciplinary projects development aimed at foster collaborations for sharing and co-creation of new knowledge among High Schools or/and Education Institutions.
  • Better STEM through better STEM teachers: fostering change management in education and development of education change management strategies for each High School/education institution.
  • Improvement and digitalisation of STEM infrastructure (STEM Labs), facilities, and libraries (digital STEM libraries at High Schools/education institutions).
  • Overcoming the inequality and better integration through learning communities and development of STEM knowledge map and paths (STEM BUS Bulgaria).
  • Pragmatism, transparency, and visibility of STEM efforts: ideas and contributions of all interest parties can be achieved through the development and sustainability of Open Data STEM portal Bulgaria. 
  • Integration with the foreseen EIT community hub in Bulgaria
