The Technology Pact Monitor is the main instrument for monitoring the progress towards the objectives of the Dutch national STEM strategy: the Technology Pact 2013-2020. The Technology Pact is a multi-stakeholder initative lead by three national ministries (Economic Affairs, Education and Social Affairs and supported by over 60 partners from government, industry and education including employer organisations, labour unions, the education sectors. non-profit organisations and the regions. The objectives of the Technology Pact are divided into three main tracks that cover the entire 'talent pipeline':

 

  1. 'Choosing technology': objectives focused on increasing the number of students choosing STEM,
  2. 'Learning technology': objectives focused on improving the transition to the (STEM) labour market
  3. 'Working in technology': objectives focused on retaining STEM professionals and improving their employability.

 

The Technology Pact is coordinated by the Dutch national STEM platform (PTvT) which also coordinates the development of the Technology Pact Monitor. The Technology Pact Monitor measures the progress towards the Technology Pact's objectives and forms the basis for the yearly progress report to the Dutch parliament. Since 2017 the Technology Pact Monitor is published digitally, allowing users more freedom in selecting data (e.g. by zooming in on a specific region or city). This makes the Monitor more useful for external stakeholders (e.g. regional policy makers, schools). The most important trends are summarised yearly in a 'highlights infographic' (see background documents).

Objectives:

The main objective of the Technology Pact monitor is to measure the progress towards the objectives of the Technology Pact. The main indicators are subdivided into several categories (each with their own webpage) which are updated and/or expanded in parallel to the Technology Pact objectives. The 2020 edition of the Technology Pact monitor covers the following categories:

 

  • Primary education
  • Pre-VET secondary education (vmbo)
  • Pre-HE secondary education (havo-vwo)
  • Vocational Education and Training (mbo)
  • Higher education (hbo-wo)
  • Teachers
  • Labour market demand / shortages
  • Labour market trends

 

In addition, the Technology Pact Monitor provides data and information on programmes and initiatives that directly support the objectives of the Technology Pact (see below).

Relation to programmes, strategies, initiatives, etc.:

The Technology Pact monitor is the primary monitoring instrument used to measure the progress towards the objectives of the current Dutch national STEM strategy ('Technology Pact 2013 - 2020') and forms the basis of the government's yearly progress report to the Dutch parliament. The Technology Pact monitor also includes data and information about programmes and initiatives that directly contribute to the objectives of the Technology Pact.

Conclusions:

The main conclusions of the 2020 edition of the Technology Pact Monitor are summarised in the 'Highlights' infographic (see background documents). The main conclusions of the 2020 edition of the Technology Pact Monitor were:

 

  • Average unemployment of STEM graduates is significantly lower than the national average
  • The number of unfulfilled vacancies for STEM jobs has been steadily rising since Q1 of 2016, in particular in VET
  • Between 2013 and 2019 the number of persons with an ICT job has risen by 110.000 (almost a third), 86.000 of which concern software and application developers
  • Between Q1 of 2016 and Q4 of 2019 the number of unfulfilled ICT vacancies has risen by 66% to 18.400. 
  • Only 52.8% of STEM graduates ends up working in a technical profession.
  • Only 14% of people with a technical profession are female
  • The number and proportion of students choosing STEM profiles in pre-HE secondary education has stabilised afer an extended period of growth since 2010
  • The number and proportion of students choosing STEM in pre-VET secondary education has stabilised after a period of decline.
  • The proportion of male and female students that choose a STEM-profile in pre-HE secondary education (havo-vwo) is nearly equal (61% and 59% in vwo and 42% vs 38% in havo).
  • This trend is not continue in higher education and VET, where only a minority of new entrants in STEM are female (28% in VET, 24% in universities of applied sciences and 35% in universities).
  • The number new entrants in STEM teacher training indicates an even greater shortage of STEM teachers in the near future.
