The Foundation House (TFH) is a Kosovo-based non-governmental organisation that empowers individuals and communities through education, technology, innovation and civic engagement.
Building on the legacy of the former IPKO Foundation, TFH develops programmes in areas including digital transformation, future skills, entrepreneurship, child rights, youth participation and sustainable development.
TFH works with public authorities, educational institutions, civil society organisations, businesses and international partners to strengthen education and create new opportunities for young people. Its activities promote digital literacy, innovation and inclusive access to education and technology.
The organisation’s Strategic Plan 2025–2028 identifies STEM education, digital skills, innovation ecosystems and cross-sector collaboration as key priorities for the coming years.
STEM landscape in Kosovo
Kosovo’s STEM and digital education ecosystem has grown through initiatives led by educational institutions, civil society organisations, public authorities, businesses and international development partners. Many of these initiatives focus on digital skills, coding, entrepreneurship, innovation and technology education for children and young people.
Important challenges remain. Stakeholders involved in the STEAM Engine initiative identified a need for stronger coordination, greater investment in teacher professional development, better access to equipment and high-quality learning opportunities, and closer connections between education and labour market needs. They also emphasised the importance of increasing the participation of girls and young women in STEM.
While Kosovo has broader strategies for education and digitalisation, it currently has no dedicated national STEM strategy or single national platform that brings together all relevant stakeholders.

- STEAM Engine Conference
The STEAM Engine Conference brings together organisations working in STEAM education to exchange experiences, discuss shared challenges and identify opportunities for cooperation. It helps strengthen connections between education, civil society, government, business and other organisations involved in Kosovo’s STEM ecosystem.
- DOKU.TECH
DOKU.TECH is TFH’s annual technology and innovation conference. It brings together young people, technology professionals, entrepreneurs, educators, policymakers, civil society representatives and international speakers. Through talks, panel discussions, workshops and networking sessions, the conference explores emerging technologies, digital transformation, artificial intelligence, innovation and the skills people will need in the future.
- Girls in ICT Conference
The Girls in ICT Conference is TFH’s annual event promoting the participation of girls and young women in technology and STEM. Organised with public institutions, businesses, academia and civil society, it provides opportunities for inspiration, knowledge exchange, practical learning, mentorship and networking.
- Digital skills and innovation programmes
TFH organises workshops, hackathons, mentorship programmes and other practical learning activities focused on digital skills, entrepreneurship, innovation and technology. These programmes give young people opportunities to develop skills, test ideas and gain experience beyond formal education.
